6th Roundtable - Public access to information from the perspective of GISTM: Challenges and examples of communication on tailings management in the Brazilian reality

Adam Matthews
Chief Responsible Investment Officer (CRIO)
Church of England
Adam is the Chief Responsible Investment Officer (CRIO) at the Church of England Pensions Board; He is the co-Director of the Investment Team with the CIO. He is also the Chair of the $41 trillion in AUM backed Transition Pathway Initiative (TPI) and a Board Member of the Institutional Investors Group on Climate Change, (IIGCC). He co-leads engagement with Shell on behalf of the global investor engagement initiative, Climate Action 100+. Following the Brumadinho Tailings Dam disaster in Brazil in January 2019, Adam set up and Chairs the $20 trillion Mining and Tailings Safety Initiative with John Howchin, Ambassador to the Initiative. He also represented the UN backed Principles for Responsible Investment in the development of the first Global Tailings Standard, and now co-convenes together with the UN the international process to establish an Independent Global Tailings Institute to implement the Standard and drive safety standards across the mining industry. As part of his work with the industry he is leading the development of a 2030 Investor Agenda for Mining. As part of his work as Co-Chair of the Corporate Programme at IIGCC Adam has led the development of the first Net Zero Standard for the Oil and Gas sector and is leading the development of a similar standard for the diversified mining sector. Adam founded the Transition Pathway Initiative (TPI) which is an asset owner-led and asset manager-supported global initiative which assess companies’ preparedness for the transition to the low carbon economy (and publishes this through the London School of Economics.) He also set up and co-chaired with the Dutch fund APG the Paris Aligned Investing Initiative of the Institutional Investors Group on Climate Change (IIGCC) that produced the first global Net Zero Investment Framework for pension funds and investment managers. He now co-chairs with APG the global Board of the Paris Aligned Investing Initiative comprising all regional investor networks.
 
David Cooling
Global Tailings Management Institute (GTMI)
David joined Alcoa in 1981 as a graduated engineer after completing a Bachelor degree in Civil Engineering at the University of Western Australia. He has since completed a Masters Degree in Applied Science with Curtin University, researching the consolidation behaviour of the fine grained bauxite tailings, and a PhD with Melbourne University on improving the sustainability of bauxite residue management. David has held various positions with Alcoa Corporation including operational, strategic planning and research roles. More recently, he was the global refining residue governance and technical manager with responsibilities that covered Alcoa’s impoundments across all operations. David retired from Alcoa in March of 2021, and has since been doing part time consulting, including a role with the United Nations Environment Programme (UNEP), assisting with the development of the Global Tailings Management Institute.

Elaine Baker

Elaine currently holds the UNESCO Chair in Marine Science at the University of Sydney. She leads the university-hosted regional office of GRID-Arendal (an official collaborating center with the United Nations Environment Programme). With colleagues from GRID-Arendal she developed the global tailings portal, which incorporates data collected by the Investor Mine Tailings and Safety Initiative. She was a member of the advisory group for the development of the Global Industry Standard on Tailings Management and is currently a member of the Global Tailings Management Institute Advisory Panel. She has a PhD in geology and has extensive experience working with United Nations organizations and governments in the area of environmental policy. Her most recent project, Spreading Like Wildfire-the rising threat of extraordinary landscape fires , looks at the management options for addressing the predicted increase in damaging wildfires around the globe.
 
Elisa Tonda
Head, Consumption and Production Unit

Elisa Tonda is the Head of the Consumption and Production Unit in UN Environment's Economy Division. The main goal of the Unit is the promotion of sustainable production and consumption policies, practices and initiatives through the engagement of governments, the business community and civil society organizations.. The Unit has also played a leading role in the strengthening UN Environment's contribution to the greening of global value chains, and is currently coordinating the development of several initiatives in the domain of circular economy. Prior to that, Elisa has been the Regional Officer of the Economy Division based in Latin America and the Caribbean Office in Panama City. In this function, she supported the UN Environment's initiatives addressing Resource Efficiency and Sustainable Consumption and Production in this region. Elisa has also been the Officer in Charge for the Brazil office. During her professional experience with UNIDO (United Nations Industrial Development Organization), prior to joining UN Environment in November 2009, she was responsible for project development and management in the area of Cleaner Production and sound chemicals management. During her former professional career, she worked in the private sector on environmental authorizations and permits, environmental certification including certification according to ISO 14001, the design of environmental service facilities including waste management facilities, the design and operation of landfills, the environmental impact assessments of landfills and mining sites, and the remediation of contaminated industrial sites. Elisa has a Master degree in Environmental Engineering from the Polytechnic of Turin, Italy and in Sustainable Development from the University of London, UK.

Dr Estel Blay is Senior Business Development Manager at GlobalTrust Ltd. She is a doctor in aerospace engineering with a strong background in data analysis, opportunity identification, and technical communication. In her role, she focusses her efforts on creating opportunities for the use of satellite technology to enable extractive industries organizations worldwide to develop and deliver sustainability strategies, embedding these ethical practices into future decision making. Previously, Estel was the Head of the Extractive Industries Programme at the Satellite Applications Catapult, where she helped create and maintain meaningful partnerships, establish a presence in new markets and build on relationships for the space industry in the mining sector.
 
Hassan Sohn

Lawyer (UFPR), Specialist in New Trends in Law (UFPR), Coordinator of Development Projects for Chemicals and Pollution of the United Nations Environment Programme, Brazil Office. Before joining the UNEP team, he provided legal advice on environmental management for public and private entities for over 20 years, participating in the discussion of national issues related to environmental licensing criteria, regulation of chemicals and pesticides, hazardous waste management and reverse logistics, implementation of the Basel, Stockholm and Minamata Conventions, effectiveness and efficiency of environmental public policies, among others. She has published works related to the environmental agenda and, among others, she held a seat in the National Council of Environment - CONAMA for 4 biennia as representative of NGOs in the Southern Region of Brazil. She represents UNEP in the dissemination of the Global Industry Standard for Mining Waste Management in Brazil.
 
Julio Nery

With a degree in Mining Engineering from the Federal University of Minas Gerais (UFMG), Julio Nery has 42 years of experience in the areas of Environment, Planning and Operations in several mining companies. The executive worked for 25 years at Minerações Brasileiras Reunidas (MBR), holding, among others, the positions of General Manager of Operational Planning and Superintendent of the Pico Complex (1998/2005). He has also worked in the General Management of Licensing at Vale. He coordinated the Committee for International Standardization in Mining of Ibram (CONIM). He was director of operations for CADAM/PPSA, in the states of Pará and Amapá. Until January 2020 he was the director responsible for the operations of Crusader do Brasil Mineração and its subsidiary Cascar. Julio Nery is currently Director of Sustainability and Regulatory Affairs at IBRAM, the Brazilian Mining Institute and President of the Brazilian Resources and Reserves Commission. He represents IBRAM in the Environment Council of the Federation of Industries of the State of Minas Gerais (FIEMG), which he chaired in 2017, and in the Normative and Appeals Chamber of the Environmental Policy Council of MG - COPAM.

Laura Scur Queiroz is a Mining and Investment Analyst for the British Government in Brazil and has worked at the British Consulate in Belo Horizonte since 2018. Laura has a degree in Environmental and Sanitary Engineering from the Federal Center for Technological Education of Minas Gerais, and has had experiences in the Environment area at Nexa Resources and in the innovation area at Mining Hub. Currently, she leads the innovation theme for mining in the British Government team in Brazil, and seeks to create bridges between the two countries for an increasingly responsible and safe mining.
 
Leticia Oliveira

Letícia Oliveira is a biologist with a degree from the Federal University of Viçosa, and currently participates actively in MAB's actions as National Coordinator of the movement, providing support to those affected by the Samarco dam rupture accident, in the Doce River Basin, in the municipality of Mariana and region.
 
Lucas Brown

Lucas Brown took up the post in Brazil as Consul for Belo Horizonte in October 2019. He represents the UK in Minas Gerais, leading British government initiatives in the state. Born in Oxford, Lucas holds a degree in Latin American Politics and Sociology, with Spanish, from the University of Liverpool. He completed his MBA at the University of Pernambuco. Prior to his position as Consul, Lucas led the British Foreign Trade Office's mining sector in Brazil. Before joining Before joining Her Majesty's Government, Brown worked in the automotive sector, in the supply chain area, leading projects in several countries. British Consulate in Belo Horizonte The Consul is the senior British official figure in a Consulate, which is subordinate to the Embassy or High Commission, usually located in a big city. The Consul represents the UK government and is typically responsible for consular and commercial activities in the city or region. In Belo Horizonte, the Consulate's activities started in 2015.

Luiz Paniago Neves has a Master's degree in Economic Geology and Prospection from the University of Brasilia, a specialist in dam safety in Geotechnical Engineering from the Federal University of Bahia and a postgraduate degree in Geotechnics and Engineering from the Pontifical Catholic University of Minas Gerais. He currently holds the position of Manager of Dam Safety of Mineração Brasil, at the National Mining Agency (ANM), since 2018, and Specialist in Mineral Resources, since 2010. Previously, he held the position of Mineral Research Inspection Coordinator and Brazil Mining Dams Safety Manager, at ANM, from 2015 to 2018, and of Advisor at the National Department of Mineral Production, from 2013 to 2015. Between 2009 and 2010 he was Analyst of Environmental Activities, at the Brazilian Mining Institute (IBRAM), and between the years 2007 and 2009, Full Geologist at Votorantim Metals.
