Pascale Bougréau

Senior Communications Manager - Bouygues Batiment International
Communications professional with nearly 15 years of experience in corporate and commercial communications, targeting both BtoB and BtoC audiences. Pascale’s diverse missions, in several sectors of activity (tourism, transports, construction), have enabled her to tackle various dimensions of the profession: branding, advertising, public relations, events, print, digital. Pascale has also worked in different cross-cultural environments. She joined the Communications Department at Bouygues Bâtiment International's head office in France to handle commercial communication, among other subjects.

Andre Ballard

Senior Design Manager - Bouygues Batiment International
Educated as an Architect in the United States, Andre has spent most of his career working as a Design Manager for Main Contractors. About 20 years ago he joined Bouygues in Hong Kong and since then he has worked on a variety of large, interesting projects in Hong Kong, Macau, Singapore and the United Kingdom, including high-rise residential and offices, centre city residential and mixed-use developments, academic buildings, and public and government facilities. Andre has managed teams responsible for all aspects of project delivery from initial concept to handover and worked with numerous prominent design consultants across all technical disciplines. Notable projects include the Morpheus Hotel (Macau), Cavendish III Labs at Cambridge University (UK), Glory Tower (Singapore) and Asia World Expo (Hong Kong).

Richard Simon-Lewis

Director & Head of Business Development, Marketing & Communications - UK Export Finance
Richard is head of Origination, Client Coverage, Marketing & Communications at UKEF. Previously, Richard was Head of the Civil, Infrastructure, Energy & International Business Development ('IBD') divisions at UKEF. Richard reports into Louis Taylor, CEO, and is a member of UKEF's Executive Committee. Richard is a structured financier and international business developer with over 30 years’ experience in providing leadership, strategic direction and international stakeholder engagement to specialised public and private sector institutions active internationally across a variety of sectors, but with a particular specialism derived from over 20 years working in renewable energy, and, more recently, clean growth.

François Sylvestre

Regional Business Director - Middle East & Africa - Bouygues Batiment International
With 20 years in the construction industry, and more than 14 years experience in the Middle East, Francois is leading the discussions with Qiddiya on the Six Flags opportunity. Regionally, in charge of Client relations, strategy, business development, partnerships, opportunities initiation.

Thierry Eisenstein

Head of Export Finance - Bouygues Batiment International
Thierry is the lead of structuring & implementing export finance solutions for all major infrastructure projects of Bouygues Construction (except PPP/PFIs). He has been working in the Construction and Civil Works industry for over 30 years.

Simon Bunckenburg

Business Manager, Civil, Infrastructure & Energy - UK Export Finance
Simon is Co-Head of the Construction Branch at UKEF. His team of underwriters works to support construction projects world wide. Simon has originated and executed projects for UKEF across Africa, the Middle East and Europe.

Julian Lynn

Regional Head - Middle East & Asia Pacific - UK Export Finance
Julian joined UKEF in 2015 and is currently responsible for UKEF’s business origination activities in the Middle East and Asia Pacific, in close support of UKEF’s regional and international network of dedicated representatives. He was previously extensively involved in all aspects of negotiating and underwriting UKEF’s first Offshore Wind Projects in Taiwan, along with other firsts in solar and Islamic Financing. Julian has over 30 years international banking experience in project, export, and structured finance, having worked with major international banking groups such as Standard Chartered and HSBC. He has worked in all the main sectors of power (thermal and renewable), infrastructure (water, airports, ports), oil and gas and petro-chemicals, and in the emerging markets of Middle East and North Africa, Sub-Saharan Africa and South Asia. He has also extensive experience of working with bilateral and multi-lateral lending agencies.

Simon Penney

Her Majesty’s Trade Commissioner for the Middle East and Her Majesty’s Consul General to Dubai - Department for International Trade
Simon Penney was appointed as Her Majesty’s Trade Commissioner (HTMC) for the Middle East in May 2018. In January 2021 he was also appointed as Her Majesty’s Consul General (HMCG) to Dubai. Simon has spent many years in the banking sector with extensive experience leading corporate and financial institution groups and teams across Europe, the Middle East, Africa and Asia. Simon’s previous roles in the Middle East include Head of Corporate and Investment Banking at First Gulf Bank and Chief Executive Officer, Middle East and Africa with the Royal Bank of Scotland. Simon has also worked for ABN AMRO Bank in South Africa and the UK, in consulting at PwC and in project finance within the construction industry. Simon holds an MBA from Nottingham University and a construction management degree from Reading University.

Jane Cooper

Export Finance Manager - UK Export Finance
Jane is UK Export Finance’s Export Finance Manager covering Birmingham, Coventry & Warwickshire and Leicestershire. She previously worked as a credit analyst and a relationship manager in the banking sector, supporting international companies. Jane has also held a number of finance and risk management roles in both the construction and energy sectors for Tarmac and Transco. Whilst working for Transco she was also responsible for managing the credit risk arising in the gas shipper community, working closely with Ofgem, through an industry credit committee. Jane is graduate member of the Institute of Export.
